One major farm organization in North Dakota has announced its support for bipartisan legislation introduced in the United States Senate that would restrict the president’s power to implement trade tariffs without congressional approval. Recent tariffs enacted by the Trump Administration have already contributed to falling crop prices, raising concerns among those who rely on stable export markets.
“North Dakota will be hardest hit by these tariffs,” said North Dakota Farmers Union President. “North Dakota farmers and ranchers rely heavily on strong export markets and are especially vulnerable to retaliatory tariffs.” The organization urges immediate action to protect producers’ financial stability.
The legislation, called The Trade Review Act of 2025, aims to restore congressional authority over tariffs, as set forth in Article 1, Section 8 of the Constitution. If approved, it would require the president to notify Congress within 48 hours of imposing a tariff. Congress would then have 60 days to pass a joint resolution of approval, granting lawmakers final say on the tariff’s continuation.
Leaders from the farm organization believe this measure would encourage more deliberate and orderly trade policies. “This administration’s approach to tariffs has created a huge amount of confusion and uncertainty. We need Congress to step up and exercise its constitutional authority.” By introducing a clear review timeline, the legislation could reduce sudden policy shifts.
Proponents also warn that long-term damage to relationships with trading partners is a pressing issue. “If we don’t take a more deliberate approach to our trade relationships, we will no longer be a trusted partner and buyers will go elsewhere. That means farmers will get paid less over longer periods of time for the products we export.” They argue that reestablishing Congress’s role in tariff decisions fosters stable markets for producers and consumers alike.
Many in North Dakota’s agricultural sector hope renewed legislative oversight will ensure balanced trade policy and preserve relationships with international buyers. The Act’s supporters call for swift passage to protect economic stability and maintain global competitiveness for the state’s farm products. This approach could boost rural prosperity overall.
