HPAI Testing Now Required for Dairy Cattle at State Fair

The North Dakota State Board of Animal Health now requires all lactating dairy cattle to be tested for highly pathogenic avian influenza (HPAI) before entering the North Dakota State Fair. The test must be completed within 10 days before arriving at the event.

This rule is meant to protect both animal and human health from diseases that can spread quickly. While HPAI mostly affects birds, it can also infect other animals like dairy cattle, especially those in close contact at events such as fairs.

The decision was made during a recent meeting of the state board. Leaders of other fairs across the state are strongly encouraged to follow the same rule. The board recommends that all fair and exhibition organizers review the guidance provided by the United States Department of Agriculture’s Animal and Plant Health Inspection Service (USDA-APHIS).

The USDA guidance focuses on biosecurity, which means keeping animals safe from diseases. It asks organizers to make rules and policies that reduce the chance of spreading HPAI or other common illnesses. These can include steps like testing, cleaning areas where animals stay, and keeping sick animals away.

This new state rule works alongside a federal order made earlier by the USDA on April 24, 2024. That federal order already requires lactating dairy cows to be tested before they cross state borders, especially when going to exhibitions.
