North Dakota gains major support for its energy and environmental goals with the approval of its state-run Coal Combustion Residuals (CCR) permit program. This approval allows the state, instead of the federal government, to oversee the permitting of coal ash disposal in landfills and surface impoundments. Coal ash, also called CCR, forms when coal is burned to produce electricity in power plants.
