Burgum Creates Office of Recovery Reinvented
North Dakota Ag Connection - 01/10/2018

Gov. Doug Burgum Tuesday signed an executive order creating the Office of Recovery Reinvented to promote strategic and innovative efforts to eliminate the shame and stigma associated with the disease of addiction.

First Lady Kathryn Helgaas Burgum, who has courageously shared her own experience overcoming the shame and stigma of addiction and has made it her platform issue, will chair an advisory council of up to seven members that will guide the efforts. The council, appointed by the governor, will include individuals in recovery, behavioral health professionals and community and tribal leaders.

The Office of Recovery Reinvented will develop and execute initiatives that complement the governor's strategic initiative focused on behavioral health, including recovery from the disease of addiction. The Office will collaborate with executive branch agencies, advocates, volunteers and others on various initiatives, pursuing opportunities to launch cost-effective, grassroots efforts that increase education and awareness of addiction.

"The disease of addiction is a significant yet often unmeasured cost that impacts the delivery of government services, from health and human services to corrections, education and more," Burgum said. "To reinvent government, we must comprehensively reinvent how we approach the disease of addiction. The Office of Recovery Reinvented will help catalyze our strategic efforts to strengthen recovery services and eliminate the shame and stigma of addiction."

"The disease of addiction impacts families, businesses, communities and tribal nations across our state," Helgaas Burgum said. "Creating this office will lead to greater action and awareness that treatment can work and recovery is possible. Lives can be saved by eliminating the shame and stigma surrounding addiction."

As an innovative office established by executive authority, the Office of Recovery Reinvented will not utilize general fund allocations for operations, programming or staffing. The office will be funded through philanthropic support as well as monetary and in-kind donations.
